Basically forcing, it says in another country to accept covert Carrying modes allowed. For example, Vermont and Alaska are the only states which are not licensed to concealed carry. Someone in Vermont was the limit for New York or MA, where you will find the very strict gun laws. The laws do not apply to the person from Vermont when traveling outside the country. Looks pretty stupid, but have difficulties in the Palestinian Authority, where I have a concealed carry permit, get the very easy to use. My brother lives in SC. I have here reciprocity with all states of South Carolina, but of all places, SC has reciprocity with the AP. Go figure ...
This change may have occurred at any period between 1994 and 2006. Why not? Why suddenly now? I do not agree with this law because it is not fair for all and discriminaroty residents of the state.

Why would a visitor on the condition must be treated as a special residence status in New York, almost impossible to obtain a firearms permit?

I would be for a people of uniform gun laws go, it's crazy the amount of gun laws very from state to state.

I agree with the fact that the amendment simply adopted from 1994 to 2006, maybe 2001 to 2006 could.

Other than that, I do not know what they were thinking ...

The NRA is constantly striving to strengthen the laws of reciprocity, so I do not know what you are talking there.
